These High Speed cars were part of a Reader's Digest promotional giveaway back in the 90s. They are die-cast metal knockoffs of various old mass-produced plastic models. All the details are molded on and the trucks and couplers are fixed in place (IE, non-functioning).
This tank car is a copy of an old Roco or Mehano car from the 70s.
