These Railhead kits first came out in the 1970's. They consisted of scribed sheathing, stripwood, and metal underbodies (provided by Kato/Con-Cor). Decals, trucks and couplers not included.
I don't know what specific prototype this model might be based on (if any), but to my eye it looks like it'd be most happy on a layout set in the late 19th / early 20th century.
