Sandka Kan (one of those nigh anonymous Chinese toy manufacturing conglomorates) manufactured these models for both Life-Like and Industrial Rail. Same models, same paint schemes, different packaging. The model is a fairly close copy of the old Mehano (Yugoslavia) 40' stock car (also imported by Life-Like).
I'm not sure which specific prototype this model might be based on (if any), but generally speaking, a 40' stock car like this one (with its steel roof and ends) would've been built in the 40s or 50s.
